Direct answer
Shift subtitle timing by an exact offset
Use the subtitle shifter when every cue is early or late by roughly the same amount. Enter a positive offset to delay all cues or a negative offset to move them earlier. The operation changes only timing and leaves dialogue text untouched. A fixed offset is appropriate for constant sync errors; if the error grows through the video, you need time stretching or alignment rather than a simple shift.
